5年くらい前にポルトガルの人と話をしましたが，ユーロ圏に組み入れられた後では，若い優秀な人はみんなドイツやフランスに行ってしまうそうです．経済の枠組みが広くなることで，集中する極が，豊かな国の豊かな都市に集約してしまっているわけです．<\/p>\n
もちろん，地方創生の個別の成功事例は国内外にあるようですが，全体の一極集中の傾向を押しとどめるほどの規模や効果ではありません．<\/p>\n
日本は明治維新以来，極端な中央集権国家の状態が続き，首都機能分散と言ったって，かつて，どうでもいい研究機関を茨城県に追いやったり，最近ではどうでもいい文化庁を京都に追いやったりする程度です．本気度がまったく伺えません．<\/p>\n
本気で首都機能を分散させる気があるなら，まずは国会議事堂を今日的に過疎にあえいでいる地域に移転しましょうぜ．<\/p>\n
